Position Summary
Under general supervision, set and maintain Geographic Information System (GIS) standards,
maintain the GIS database and provide direction, train and support GIS Technicians and users in
maintaining the District’s facilities records systems via GIS. This includes entering record
information into the District’s GIS, researching records for information, revising gas and water
distribution system maps and records and performing and ensuring proper quality assurance and
quality control of associated work.

Essential Functions
• Read and interpret maps and engineering drawings, especially as they pertain to gas and water
facilities.
• Enter record information from proposed and as-built drawings, completion reports, service cards
and various other record sources into the District’s GIS.
• Set and maintain GIS standards.
• Organize and assign work to GIS Technicians, contractors, and interns.
• Revise permanent records as necessary.
• Review and assist in GIS data conversion and cleanup efforts or projects.
• Perform and ensure proper quality assurance and quality control of GIS work.
• Research District, City of Omaha, and other utility companies’ records, reference books, and
catalogs to obtain necessary information.
• Prepare and produce special GIS maps as requested.
• Generate performance and productivity statistics for GIS editors.
• Handle multiple complex GIS assignments with the assistance of GIS Technicians.
• Instruct GIS Technicians and evaluate their work. Train GIS Technicians, contractors and interns
in the District’s GIS requirements, personal GIS techniques and the District’s facilities record
systems.
• Periodically attend training, seminars, conferences, etc. to gain and maintain knowledge and
awareness of new or emerging GIS applications, advances and trends.
• Relay gas and water main information to engineering firms and District field personnel in
person, over the phone or electronically.
• Ensure GIS map edits and updates requested by users are appropriately and promptly
executed and properly communicated.

• Exercise considerable judgement in independently developing solutions to complex GIS
problems.
• Substitute for the Supervisor, Geographic Information Systems when requested.

• Understand and comply with all District policies and procedures

Minimum Requirements
• Required – Minimum of 4 years of current GIS experience
• Preferred – Minimum of 2 years of relevant GIS editing experience, as a primary job duty, may
also be considered in place of the Associate’s degree education preference.
Knowledge, Skills and Abilities
• Proficiency with ESRI ArcGIS desktop or equivalent software. ESRI ArcGIS Pro experience is
preferred. (Intermediate proficiency)
• Demonstrated attention to detail and ability to translate communicated information into GIS and
to revise and update GIS in collaboration with engineers, technicians and others.
• Ability to excel whether working independently or in team environments.
• Strong organizational and time management skills.
• Ability to learn new or upgraded computer software as required.
• Experience and skill in operating various specialized software and office equipment including,
but not limited to, Microsoft Office (Word, Excel, PowerPoint), SAP, Open Text, large format
printers, plotters, copiers, scanners and phone systems. (Entry proficiency)
• Ability to effectively communicate, in English, with and assist internal and external
customers/co-workers professionally, regardless of provocation and provide excellent customer
service.
• Ability to work overtime, including weekends as required.
• Deep understanding of the District’s GIS standards, records, and procedures.
• Demonstrated ability to work under limited supervision, independently and in a team
environment.
• Demonstrated ability to train and direct the work of others.

Education
• Required – High School Diploma or General Education Diploma (GED) and
• Preferred – Associate’s Degree or two (2) years of education and training equivalent to two (2)
years of college (or trade, vocational or technical) education, with an emphasis in GIS, geography,
cartography or related fields

Licenses, Certifications and/or Testing
• Required – Employee(s) in this position are covered under the Department of Transportation Drug
and Alcohol testing provisions. This includes random testing. Upon Hire
• Required – Pre-employment Background Check & Drug Screen Upon Hire

Physical and Environmental Requirements
• Office: Work is primarily performed in an office setting amid normal conditions of
dust,
odors, fumes, office lighting and noise.
Hybrid Flexible Work Arrangement
