The OHA contracts with HUD to provide low and moderate-income individuals with safe and sanitary housing through rent subsidies and administers over 2700 public housing units and up to 4,300 Housing Choice (Section 8) Vouchers.

Salary Range

The Hire Rate is $17.64 per hour, the Wage Range is $17.64 - $23.22 per hour per hour, this is a Union Position.

Job Function

HCV Housing Clerk will provide administrative support and general office functions for the Housing Choice Voucher Department. Incumbent will perform necessary processing, maintaining, and updating of applicant and tenant files. Incumbent must follow established OHA policies and procedures.

Essential Functions:

Evaluate applications, determine verifications necessary to determine level of eligibility. Send follow up verifications as needed for certifications.
Performs basic eligibility verifications, collects required paperwork, and makes inquiries directly to clients and landlords.
Routinely assist with HCV walk-in applicants and tenants to assist with any household changes, online re-certifications, and general questions.
Download new applications for all housing programs daily and review discrepancies.
Ensure case files are complete and accurate and sign off on appropriate documents.
Assist with mailings, making copies, and phone calls for HCV department.
Collect, monitor, record, and disseminate mail/email correspondence for team members, as needed.
Enter, review, update, and verify household data in OHA’s software or system of record.
Send notification letters to applicants, landlords, and tenants.
Pull files and put files away ensuring all documents are filed in tenant file in chronological order.
Accurately, enter all information into the computer system and update Excel spreadsheet daily. Provide progress reports to manager, as needed.

Additional Responsibilities

Knowledge of community and social service agencies.
Must clearly understand all aspects of the policies and procedures of OHA.
May assist with special projects
May work evening and weekend hours.
May work in other areas of the Housing Choice Voucher Department as directed.
Perform other duties as required or assigned.

Qualifications

High School graduate or equivalent.
One (1) year of office experience to include administrative and clerical duties. Customer Service experience helpful.
Must be able to communicate effectively with diverse personalities, be mature, tactful, and professional.
Must be able to utilize critical thinking skills, organize, and prioritize daily work.
Must have the ability to complete assignments and projects under a variety of conditions.
Ability to understand oral and written instructions.
Ability to establish and maintain effective working relationships with co-workers, consultants, contractors, HUD, local, state, federal officials; ability to communicate with people from a broad range of socio-economic backgrounds.
Must be able to type with a net accuracy rate of at least forty (40) words per minute.

Working Conditions

Work is performed in an office setting amid normal conditions of dust, odors, fumes, and noises and involves considerable public contact.

Abilities

Ability to sit, stand and walk up to 100% of the time; and reach stoop, squat, push, pull and type up to 75% of the time.
Ability to move objects weighing up to ten (10) pounds up to 75% of the time.
The noise level in the work environment is usually moderate.
