Position Summary:
Under limited supervision, the Engineer II responsibilities may include preparation and
development of technical and engineering studies, design of construction plans, preparation of
specifications, budgeting and project management, preparation of contract documents, bidding and
construction oversite of projects or programs, either in-house or with a consultant, to ensure
compliance with contract drawings and specifications.

Minimum Requirements:
1. Bachelor of Science degree in Civil or Mechanical Engineering from an ABET accredited
engineering curriculum.
2. Must have passed the Fundamentals of Engineering (FE) exam; registration as a Professional
Engineer (P.E.) in Nebraska preferred.
3. Minimum of three (3) years of experience as a project manager and/or designer in the civil or
mechanical engineering industry.
4. Ability to manage multiple projects in all stages of completion simultaneously and work
independently.
5. Experience with computer systems, including Word, Excel, Access Databases, GIS, and
Microstation Computer-Aided Drafting (CAD).
6. Ability to read and understand construction drawings/prints.
7. Must have strong oral and written communication skills.
8. Must demonstrate attention to detail.
9. Must demonstrate good time management skills.
10. Efficiently and effectively speak, read, write, and comprehend English.
11. Ability to effectively coordinate and communicate with customers, contractors, District
personnel, outside engineering firms, and governmental organizations.

12. Availability for after hours and on-call as projects require.
13. Have and maintain a valid driver's license.
14. Ability to work outside in all types of weather and terrain.
15. Achieve and maintain qualifications for all covered tasks assigned to this position under the
District's Operator Qualification Plan as governed by Department of Transportation regulations.
16. Employees in this position are covered under the Department of Transportation Drug and Alcohol
testing provisions. This includes random testing.

Specific Responsibilities:
In order to effectively contribute to the objectives of the District, the Engineer II is
accountable and responsible for but not limited, to:
1. Perform comprehensive review of anticipated engineering projects with other internal District
Divisions, Departments, Supervisory, and Operational personnel for the purpose of assisting in the
preliminary technical and budget estimating aspects of each project.
2. Provide technical expertise and/or assistance with consultants/vendors in performing
engineering studies, pre-design reports, and evaluations of product and design alternatives for
projects.
3. Assist in assigning priority to projects or programs and scheduling for completion within the
fiscal year as budgeted.
4. Thoroughly review budget estimates and prepare complete sets of construction documents,
including bid information, specifications, equipment procurement purchase requisitions, and
construction drawings for medium to large sized projects or programs.
5. Prepare both Request for Qualification (RFQ) and Request for Proposal (RFP) documents for
Consultant, Contractor, and Vendor services as necessary to suit medium to large sized projects or
programs.
6. Coordinate consultant designs for medium to large sized projects or programs.
7. Prepare project advertisement and coordinate with other District departments regarding
solicitation of contractors and vendors as necessary for projects.
8. Provide detailed review, analysis and recommendations relating to bids or quotes received,
resulting in the award of contracted projects or programs.
9. Coordinate all scheduling of construction activities with selected contractor and pertinent
District personnel throughout entire duration of project or program after award of contracts.
10. Perform construction inspection, project management, engineering analysis, and preparation of
record documents throughout entire duration of construction projects or programs.
11. Assist outside consultants in Quality Assurance (QA) testing of all materials and equipment
used in construction projects or programs.
12. Provide all Project Management duties, to include the preparation of change orders and pay
estimates, compliance with funding and permitting regulations as required, and final closeout
documentation for review by District Board of Directors during all phases of construction projects
or programs.
13. Provide and maintain due diligence on all construction projects or programs from inception
through completion regarding sound fiscal responsibility for the use of District funds while always
following in the best interest of our customer rate payers.

14. Conduct inspections and prepare reports for District facilities.
15. Drive District vehicles.
16. Assist other engineers as needed or directed by the supervisor.
17. Increase levels of responsibility in the various areas of Plant Engineering in comparison to an
Engineer I.
18. Understand and comply with all pertinent District safety standards.
19. Fulfill responsibilities common to all Supervisory, Professional, and Administrative positions
as stated.
20. Perform a variety of other duties as assigned.
