Job description:
Incumbent works under the direction of the Compensation and Benefits Manager or designee, assisting in the administration and management of insurance benefits, leave policies and pension plans.
Compensation: $27.93 – $29.93/Hour
Essential Functions:
Provide support to the Compensation and Benefits Manager assisting in the administration of County’s benefit programs.
Establish and maintain effective work relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public.
Comply with Civil Service Rules, collective bargaining agreements, County policies, department policies and laws to create a cooperative, safe, respectful and quality work environment. Respond to benefit inquiries (e.g., plan provisions, benefit enrollments, status changes).
Assist with new hire orientations and open enrollment (e.g., preparing communication, enrollment materials, reconciling benefit coverages, completing employee changes).
Validate employee benefit and leave eligibility (e.g., plan membership, required documentation, HRIS database maintenance, eligibility criteria).
Verify submission of vendor transmissions, audit error reports and resolve errors.
Liaise between employees and third-party administrators/insurance carriers ensuring proper claim handling and payment.
Process benefit terminations, generate COBRA notices, and monitor coverage limits.
Process and administer leave of absence requests and disability paperwork (e.g., FMLA, longterm disability, short-term disability requests)
Administer insurance premium payments (e.g., retiree, leave of absence, COBRA).
Review and audit insurance reports and records, research and reconcile discrepancies, and submit for payment.
Coordinate resolution of benefit deduction issues (e.g., Clerk’s Office, vendors, employees).
Assist with the County’s Wellness Program activities.
Protect confidentiality of sensitive, restricted or controlled documents and information adhering to HIPAA and other privacy regulations.
Monitor federal and state laws and regulations and benefit trends.
Complete assigned projects and provide periodic updates.
Serve on various committees.
Maintain job knowledge and skills (e.g., research, meetings, webinars, seminars, continuing education).
Safely operate a motor vehicle when required to travel on County business.
Report to assigned work location with regular, consistent attendance.
Perform other duties as assigned and directed.
Education and Work Experience and Other Requirements:
Bachelor’s degree from an accredited college or university in Human Resource Management, Accounting, Business Administration or a related field required.*
Two (2) years of benefits administration experience required.*
Two (2) years of MSOffice experience required.
Two (2) years of Human Resources Information Systems (HRIS) experience required.
Human Resources certification (e.g., CEBS, PHR, SHRM-CP) preferred.
Valid driver’s license and own transportation upon hire and maintained throughout employment required.
Completion of a pre-employment criminal record check and conditional offer drug screen required.
*Equivalent combination of education and experience may be substituted for requirements on a year-for-year basis.

Work is generally performed in an office setting. Noise level is usually moderate. Work hours are typically standard day-shift hours; however, schedule may vary (e.g. evenings, weekends, holidays, overtime/extra hours). Work may be stressful when dealing with time constraints, multiple/changing priorities, limited resources and uncooperative/irate individuals.
Work requires some physical activity, including extended periods of sitting, frequent reaching, standing, walking, and occasional balancing, kneeling, and bending. Work also requires the ability to frequently lift/carry objects weighing up to 10 pounds and occasionally up to 25 pounds.
Required sensory abilities include vision, hearing and touch. Visual abilities, correctable to normal ranges, include close, distance and color vision, depth perception, and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges. Incumbent must possess the hand-eye coordination and manual dexterity necessary to operate computers and other equipment.
