Position Summary
The Director, Business Development is responsible for outreach and communication to the District’s residential, commercial, and industrial customers on rates, consumption, services, and projects. This position is responsible for developing marketing plans and programs, coordination of economic development projects, promoting the District’s image and increasing customer confidence. Additionally, this position is responsible for franchise and wholesale water agreements, contractor permits and applications, customer education, and outreach for projects and initiatives. This position collaborates cross-functionally with all divisions within the District and maintains excellent relationships and communication. The Director, Business Development will oversee and manage the Contractor Services, Business Development, and Customer Engagement teams.
Education
Required – Bachelor’s Degree in Business, Public Affairs, Engineering, Marketing, or a related field.
Minimum Requirements
Required – Minimum of 5 years of experience in any one or more of the following disciplines: customer service, economic development, engineering, and/or communications. and
Required – Minimum of 5 years of progressive supervisory experience hiring, leading, managing and coaching individuals and teams.

Knowledge, Skills And Abilities
Knowledge of utility rate structures preferred.
Demonstrated experience initiating and leading short and long range initiatives of varying complexity. (Intermediate proficiency)

Proficiency with personal computers, tablets, and/or other electronic devices to include familiarity with, but not limited to, Microsoft Office Suite (Excel, Outlook, Word) and enterprise wide software (e.g., SAP). (Intermediate proficiency)
Ability to learn new or upgraded computer software as required.
Efficient written and verbal communication skills, in English, to assist internal and external customers, co-workers and management professionally, regardless of provocation.
Essential Functions
Develop, monitor, and support communication and engagement strategies for all customers pertaining to construction projects, infrastructure replacement, and other District initiatives.
Review and approve all residential, commercial, and industrial marketing programs. Ensure staff maintains contact with owners, engineers, architects, home builders, heating contractors, plumbers, and food service directors to complete evaluations of requirements, designs, and equipment for the District’s gas and water services.
Prepare and present detailed cost proposals for gas and water projects.
Collaborate with staff to meet with commercial and industrial customers as needed. Assist with the future vision of the District by overseeing and empowering staff to investigate sustainability programs and develop new innovative approaches to assist our industrial and large volume customers.
Review and approve annual listing of large water and gas customers.
Maintain active involvement in area chambers of commerce, economic development agencies and trade industry organizations to network with peers, share information, and best practices.
Educate staff and others on industry trends and innovations in the energy markets that impact the District. Promote new gas technologies such as electric generation and natural gas vehicles.
Oversee management of contracts and relationships with wholesale water customers.
Define goals and benchmarks for customer satisfaction and track performance and identify opportunities for improvement and consistency.
Support direct reports to ensure they are providing the District’s customers with services such as gas and water load forecasts, fuel line and service sizing, detailed equipment studies, and energy cost comparisons via technology advancements.
Develop talent: coach and mentor employees; support employee growth and development through leadership opportunities and professional development.
Keep abreast of changes in policies, customer assistance programs, and other services by networking and collaborating with industry peers to better serve current and potential District customers.
Communicate to all stakeholders before, during, and after infrastructure replacement projects and other field work. This includes all residential, commercial, industrial, and municipalities.
Oversee design, implementation, and execution of a strategy for engagement, education, and collaboration with residential, commercial, industrial, and municipalities.
Outreach occurs with municipalities and its related officials as it pertains to infrastructure replacement, wholesale water and franchises.
Develop talent: coach and mentor employees; support employee growth and development through leadership opportunities and professional development.
Provide employees feedback through completion of performance appraisals and employee one-on-one meetings.
Manage employee unacceptable behavior, poor work performance or policy violations, including the use of discipline when appropriate.
Maintain financial oversight of budget or works with financial responsibility in mind.
Plan for attrition through awareness of separation risks, cross-training, employee development and succession planning.
Fulfill responsibilities common to all Supervisory, Professional and Administrative positions.

Physical And Environmental Requirements
Combination: Work may be performed in an office setting amid normal conditions of dust, odors, fumes, office lighting and noises, but field/plant visits are required.
