Position Summary

Under general supervision, the Human Resources Generalist Trainee – Employment collaborates with the Human Resources Generalist – Employment and internal business partners in fulfilling staffing needs through internal and external postings for both positions covered by and separate from the Labor Agreement. The Human Resources Generalist Trainee – Employment utilizes the District’s recruitment/applicant tracking software to accept, review, and track applications throughout the job placement process. This position ensures the integrity of the Human Resources enterprise system reflects accurate employee data by capturing employment-specific information, including, but not limited to, new hires, promotions, transfers, and separations. Must meet the requirements of the Human Resources Generalist job within three (3) years of entering Trainee job.

Education

Required – High School Diploma or General Education Diploma (GED) and non-degree candidates must be working towards or must obtain a Bachelor’s Degree within thirty-six (36) months to advance to the HR Generalist – Employment role.
Preferred – Course-work in human resources or employment law.
Preferred – Bachelor’s Degree in Human Resources, Business Management or a related field.

Minimum Requirements

Required – Minimum of 3 years of experience as a human resources professional and exposure to full lifecycle recruitment; or a Bachelor’s Degree in Human Resources or a related field of study may be considered in lieu of work experience.
Required – Experience utilizing various interviewing methods (i.e. telephone and face to face) and providing detailed documentation.

Licenses, Certifications and/or Testing

Required – Have and maintain a valid driver’s license Upon Hire
Preferred – Associate Professional in Human Resources (aPHR)-HRCI Upon Hire
Preferred – Professional in Human Resources (PHR)-HRCI Upon Hire
Preferred – SHRM-CP Upon Hire
Required – Pre-employment Background Check & Drug Screen Upon Hire

Knowledge, Skills And Abilities

Knowledge of equal employment opportunity laws, affirmative action, Fair Labor Standards Act, and other laws and acts governing recruitment and employment.
Proficient with personal computers, tablets, and/or other electronic devices to include, but not limited to, familiarity with Microsoft Office Suite (Excel, Outlook, PowerPoint and Word) and enterprise human resources software (e.g., SAP/SuccessFactors/Employee Central). (Intermediate proficiency)
Ability to learn new or upgraded computer software as required.
Ability to work independently with efficient time management skills, adapt to changing priorities, meet deadlines, manage multiple projects simultaneously, and work well under pressure.
Efficient written and verbal communication skills, in English, to assist internal and external customers, co-workers and management professionally, regardless of provocation.
Ability to speak to large groups as well as working one-on-one with various types of individuals, previous experience preferred.
Demonstrated fine attention to detail, high degree of accuracy and excellent grammatical and proofreading skills.

Essential Functions

Assist with tasks that support hiring managers in the recruitment and hiring process to fulfill staffing needs. Utilize recruiting/applicant tracking software to complete the full cycle employment process, beginning with requisitions, application review, and extending offers of employment.
Prepare both internal and external position postings, ensure established processes and procedures are followed.
Collaborate with the HR Generalist – Employment on pre-employment background checks and drug screenings, ensuring third-party vendors meet established standards. Communicate outcomes to HR staff, hiring manager/supervisor, and candidate as appropriate.
Serve as back up to on-boarding activities to include, but not limited to, issuance of employee identification card, new hire completion of all regulated/mandated forms (i.e., I-9, E-Verify, W-4), and those utilized by the District. Once completed, ensure all forms are appropriately disseminated and/or retained in accordance with established procedures.
Serve as backup to orient new hires to District resources, policies, and procedures (i.e., Intranet, Personnel Policy Manual, Safety and Security Manual, and Policies and Procedures Manual, etc.).
Train on Human Resources enterprise systems to reflect accurate employee data by capturing employment specific information to include, but not limited to, information related to new hires, promotions, transfers and separations.
Assist in the review and preparation of the Wage and/or Salary Increases and Ratification letter, Human Resources Report, New Hire/Terms and Promotion/Transfer reports to reflect employment information accurately, and ensure that strict deadlines are met.
Assist in researching, compiling information and documentation for complaints filed against the District in the area of employment practices as requested.
Secure temporary help to meet business and operational needs while, ensuring established procedures are strictly adhered to.
Support the District’s annual Summer Employment Program.
Provide support with the preparation of the annual budget for the Employment Division.
Support internal and external employment events (e.g., job fairs, campus recruiting events, internal career expo, MUD job education and awareness activities)
Utilize HRIS system for various data reporting needs.
Handle stresses related to effectively completing the above referenced requirements.
Fulfill responsibilities common to all Supervisory, Professional and Administrative positions as stated.

Physical And Environmental Requirements

Office: Work is primarily performed in an office setting amid normal conditions of dust, odors, fumes, office lighting and noise.
