Job description:
Incumbent works under the direction of the Director of Nursing or designee, assuring adherence to organizational values defining quality care, and leading overall program development, service priorities. Incumbents have twenty-four hour accountability for the evaluation and care of mental health consumers, unit functions, therapeutic programs, and assigned personnel management.
Compensation: $8,212.18 – $12,133.13/Month
Essential Functions:
Oversee service delivery by assigned personnel ensuring quality, efficiency, cost effectiveness, and legal compliance.
Direct, assign, delegate, schedule, evaluate, train, and coordinate/monitor the work activities of the nursing staff, student nurses, and mental health technicians.
Provide assistance in responding to statutory and procedural inquiries .
Ensure physician orders are executed correctly and inform Director of Nursing about activities/problems with unit operations.
Monitor admission process, review documentation, and ensure care is initiated.
Establish and maintain effective working relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public.
Comply with Civil Service policies and regulations, collective bargaining agreements, County policies, and laws to create a cooperative, safe, respectful and quality work environment.
Assess consumers’ health, identify care issues, and evaluate clinical progress, determine effectiveness therapeutic regime effectiveness; and modify as needed.
Oversee and ensure appropriate recordkeeping.
Supervise therapeutic patient groups and behavior modification programs.
Conduct systematic monitoring/evaluation of the various aspects of consumer care, service, and facility operations.
Identify opportunities for improvement and initiate quality assurance processes.
Recommend evidence-based modifications in nursing services/unit activities (e.g. policies, program objectives, goals, care standards, procedures).
Respond to medical/psychiatric emergencies.
Utilize conflict resolution processes to address interpersonal differences (e.g. physicians, nursing staff, Health Center personnel, mental health consumers/families).
Conduct unit meetings.
Review/investigate incident reports involving mental health consumers and/or staff, recommend proper course of action, and ensure modifications to policy/procedures are completed.
Promote a safe work environment (e.g. safety awareness education, review/recommendation of safety policies, enforcement of safety procedures, reporting/investigating work-related accidents).
Provide direct consumer mental health care.
Participate in the development of the annual operating budget.
Safely operate a motor vehicle when required to travel on County business.
Report to work with regular, consistent attendance.
Perform other duties as assigned and directed.
Education and Work Experience and Other Requirements:
Bachelor’s degree from an accredited college or university in Nursing required.*
Registered Nurse with current nursing license from Nebraska or a compact state recognized by the Nebraska Board of Nursing at the time of hire and in good standing throughout employment required. License must be held in the state of residence.
Two (2) years of experience as a registered nurse required.
One (1) year of supervisory experience required.
Cardiopulmonary resuscitation (CPR) certification required.
Completion of first aid course and Crisis Prevention Institute training within 6 months of hire required.
Experience in psychiatric nursing strongly preferred.
Must possess and maintain a valid driver’s license at the time of hire and throughout employment.
Completion of a pre-employment criminal background check, and post-offer drug screen and physical assessment.
*Equivalent work experience may be substituted for educational requirements beyond high school on a year-for-year basis.
Physical Requirements & Working Conditions:

Work is performed in a locked psychiatric facility with patients who can be a danger to themselves and others. Work involves potential exposure to biohazards, infectious materials and/or risk of injury from irate/socially maladjusted patients. Incumbents will be assigned to specific shifts; however, work hours may vary (e.g. weekends, holidays, extra shifts, emergency call-in). Noise level is usually moderate and at times could be extreme. Work may be fast-paced when dealing with multiple priorities and crisis situations.
Work requires physical activity including extended periods of sitting, frequent reaching and bending, and occasional standing, walking, kneeling, climbing, stooping, crouching, and balancing. Incumbents will be working with persons who may be psychotic and present difficulty maintaining control; therefore, incumbents must be able to participate in restraining patients in crises. Incumbents must be able to independently lift 50 pounds, push 35 pounds, and pull 75 pounds of load over seven (7) feet. Additionally, incumbents must be able to exert 65 pounds of grip strength while quickly changing position from kneeling to standing.
Required sensory abilities include vision, hearing and touch. Visual abilities correctable to normal ranges include close, distance, peripheral, and color vision, depth perception and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges. Incumbents must possess the hand-eye coordination and manual dexterity necessary to operate computers and other equipment.
