Job description:
Incumbent works under the direction of the Community Mental Health Center (CMHC) Administrator or designee, coordinating and monitoring fiscal activities for department programs, overseeing accounts payable and receivable, budgetary processes, contracted services, patient records and accounts, inventory, and payroll.
Compensation: $6,963.93 – $11,143.93/Month
Essential Functions:
Coordinate budget preparation process and monitor departmental expenditures, ensuring adherence to approved budget.
Establish and maintain effective work relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public.
Comply with Civil Service Rules, collective bargaining agreements, County policies, department policies and laws to create a cooperative, safe, and respectful and quality work environment.
Work with internal and external auditors, other County departments, Board of Trustees (BOT) and Board of Commissioners (BOC).
Lead, direct and administer financial systems for CMHC and other service areas, remaining informed of emerging healthcare fiscal trends.
Communicate applicable finance information to CMHC Administrator, BOT, Director of Budget and Finance, CMHC Executive Staff and appliable line managers.
Maintain adequate financial systems through auditing and monitoring; and implement policies, procedures, and systems needed to uphold financial integrity and service quality.
Ensure financial administration activities follow generally accepted accounting principles (GAAP), accepted business/accounting techniques, practices and required regulations.
Monitor expenditures ensuring budget adherence, preparing variance reports, reporting causes of material variances and reporting findings to superiors.
Assist in the development of CMHC strategic plan (e.g. short- and long-term plans, budgets).
Inform and advise the CMHC Administrator and BOT regarding current financial trends, problems, activities, and facilitating decisions.
Recommend action regarding legislation, government regulations, and other matters affecting financial operations.
Review and recommend appropriate financial adjustments to Administrator ensuring proper application to accounts.
Serve as a financial subject matter expert communicating and responding to management level inquiries and apprise the Director of Budget and Finance of unusual situations.
Maintain knowledge of Medicare/Medicaid regulations including contractual analysis and adjustments.
Conduct budget meetings with management staff in preparation for annual budget submission.
Conduct meetings with management reviewing expense and revenue budgets.
Assist program managers in forming short- and long-term budgets, collaborating with grant writers and identifying revenue sources.
Coordinate the Region 6 Behavioral Healthcare budget.
Oversee aspects of required billing.
Develop reports (e.g. spending patterns, trends, project projections and spending).
Oversee and manage contracts ensuring ongoing compliance and enrollment.
Maintain payroll entries and attendance records (e.g. sick, vacation, compensatory).
Oversee the analysis and development of the Fiscal Department (e.g. billing, revenue, purchase requisitions, patient accounts).
Ensure compliance with CMHC’s fiscal expectations for departments or organizations providing fiscal services.
Validate and approve accounts payable and receivable for vendors and other expenses.
Review accounting for assigned areas (e.g. petty case, receipts, patient transactions).
Follow records retention and disposition schedules and establish procedures for non-covered documents.
Collaborate with departments to prepare requests for proposals (RFP) for goods and services following established purchasing guidelines. Review proposals and create presentations for review by the BOT and BOC.
Participate in collective bargaining unit negotiations.
Coordinate with vendors to develop and manage technology projects.
Serve as member of various committees.
Safely operate a motor vehicle when required to travel on County business.
Report to work at assigned locations with regular, consistent attendance.
Perform other duties as assigned and directed.
Education and Work Experience and Other Requirements:
Bachelor’s degree from an accredited college or university in Business Administration, Accounting, Finance or related field of study required.*
Two (2) years of accounting, budget preparation, or contract solicitation experience required.*
Certified Public Accountant (CPA) preferred.
Valid driver’s license and own transportation upon hire and maintained throughout employment required.
Completion of a pre-employment criminal record check and conditional offer drug screen required.
*Equivalent combination of education and work experience may be substituted for requirements on a year-for-year basis.

Work is generally performed in an office setting. Noise level is usually moderate. Work requires some physical activity, including extended periods of sitting, standing, frequent walking, reaching, and occasional balancing, kneeling, and bending. Work also requires the ability to frequently lift/carry objects weighing up to 10 pounds and occasionally up to 25 pounds.
Required sensory abilities include vision, hearing and touch. Visual abilities, correctable to normal ranges, include close, distance and color vision, depth perception, and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges. Incumbent must possess the hand-eye coordination and manual dexterity necessary to operate computers and other equipment.
