Job description:
Incumbent works under the direction of the Deputy Health Director or designee, directing and supervising the Public Health Emergency Preparedness and Response Section.
Compensation: $35.43/Hour
Essential Functions:
Direct and train public health preparedness (e.g. planning, mitigation, response, recovery, setting performance goals, providing ongoing support and feedback) ensuring high performance.
Supervise assigned staff (e.g. hiring, orienting, scheduling, training, monitoring, assisting, coaching, evaluating, completing personnel actions).
Establish and maintain effective work relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public.
Comply with Civil Service policies and regulations, collective bargaining agreements, County policies, department policies and laws to create a cooperative, safe, respectful and quality work environment.
Collaborate with department leadership, monitoring possible threats and hazards to set planning, training, and exercise priorities for the emergency preparedness and response section.
Recruit, train, and supervise volunteers for public health emergency operations (e.g. Points of Dispensing, Community Reception Centers, and mass testing sites), managing teams, developing training programs, and overseeing deployment during emergencies.
Train and assign preparedness staff to conduct discussion and operations-based exercises enhancing community preparedness, creating and tracking objectives, and coordinating department emergency responses.
Oversee the development and implementation of a comprehensive public health response plan to the impacts of climate change.
Assist leadership in identifying and assigning appropriate department response roles during pandemics or community-wide emergencies, ensuring adequate and training.
Review and collaborate with the County Attorney’s Office approving Memoranda of Understanding and external agreements with partners.
Review and approve updates to the public health emergency response plan in accordance to best practices, findings from after-action review, exercises, and real-world events.
Promote a safe working environment through various activities (e.g. education, safety policy review, safety procedure enforcement).
Participate as or designate a Planning Chief, Operations Chief or another appropriate role assigned by the Incident Commander during a public health emergency.
Serve or designate a representative as the Public Health Coordinator in the Emergency Operations Center (EOC) when activated by Douglas County Emergency Management Agency (DCEMA).
Represent the Department at meetings, conferences, workshops, workgroups, and training related to public health emergency preparedness and other disaster plan meetings.
Utilize evaluation tools assessing the effectiveness of plans and programs.
Coordinate with the appropriate Divisions and Sections ensuring appropriate preparedness to respond to emergencies and disasters.
Monitor expenditures for public health emergency activities complying with State funding requirements.
Ensure agency and grant reporting within established timeframes and requirements.
Conduct various public health emergency situations presentations.
Prepare and present budget recommendations and manage expenses within budget.
Participate in various boards and committees.
Develop and implement Section strategic and business plans, policies, goals, and procedures, and assist with department policies, goals, and procedures.
Conduct preliminary subcontractor discussions and monitor work, ensuring contract deliverables.
Research potential grants, create/maintain documentation supporting grant requirements, and collaborate with internal resources during application submission.
Participate in public health emergency response planning and training, responding during emergency.
Safely operate a motor vehicle when required to travel on County Business.
Report to work with regular, consistent attendance.
Perform other duties as assigned and directed.
Education and Work Experience and Other Requirements:
Master’s degree from an accredited college or university in Public Health, Emergency Preparedness, or related field required.*
Three (3) years of public health and/or emergency response experience required.*
One (1) year as a Project Leader/Coordinator required.
Two (2) years of MSOffice and database software programs experience required.
Valid driver’s license and own transportation upon hire and maintained throughout employment required.
Completion of a pre-employment criminal record check and conditional offer drug screen required
*Equivalent combination of education and work experience may be substituted for requirements on a year-for-year basis.

Work is generally performed in an office setting and occasionally outdoors. Noise level is usually moderate. Work hours are typically standard day-shift hours; however, schedule may vary (e.g. days, weekends, evenings, holidays, extra hours, emergency call-in). Work involves potential exposure to biohazards. Work may be stressful when dealing with time constraints, multiple/changing priorities, limited resources crisis situations and uncooperative/irate individuals.
Work requires some physical activity, including extended periods of sitting, standing, frequent walking, reaching, and occasional climbing, balancing, kneeling, bending. Work also requires the ability to frequently lift and/or carry objects weighing up to 10 pounds and occasionally up to 25 pounds.
Required sensory abilities include vision, hearing and touch. Visual abilities, correctable to normal ranges, include close, distance and color vision, depth perception, and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges. Incumbent must possess the hand-eye coordination and manual dexterity to operate computer and other equipment.
