Job description:

Incumbent works under the direction of the Douglas County Youth Center Superintendent, Admissions & Classification Supervisor or designee, performing varied duties in the areas of admissions/booking and release, assessment, classification and placement of detainees at the Youth Center.

Compensation: $26.52 – $34.12/Hour

Essential Functions:
Serve as first point of contact when detainees are brought to the facility by law enforcement officers.
Conduct search for contraband as dictated by policy and procedure.
Conduct initial intake interview; review detainee’s file, court order(s), nature of offense(s), previous criminal record, etc.; and recommend classification to supervisor for final determination.
Process detainees by entering information, photographing, fingerprinting, and generating identification wristband.
Conduct a preliminary medical and mental health screening (e.g. observe behavior, physical/mental condition, determine if detainee has medical conditions, takes medications, needs medical attention, etc.).
Establish and maintain effective working relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public.
Comply with Civil Service policies and regulations, collective bargaining agreements, County policies, and laws to create a cooperative, safe, respectful and quality work environment.
Recommend implementation of appropriate “watches” (e.g. suicide, medical, behavior) to supervisor.
Administer Alco-Sensor test to detainees who appear to be under the influence of alcohol.
Remove, inventory and secure personal property (e.g. clothing, monies, jewelry) while in the presence of the detainee.
Accept and process monies for relevant judicial bonds/fines and issue appropriate receipts.
Create detainee file (hard copy) and provide information to designated personnel.
Monitor population count within the facility and those scheduled outside of the facility (e.g. court appearances, medical appointments).
Respond to inquiries regarding respective detainee’s status, bond information, scheduled court appearances, etc.
Update/maintain accurate records (e.g. classification, status change, disciplinary file).
Review release information thoroughly and prepare release paperwork for review by supervisor.
Assist supervisors in emergency (e.g. behavior, medical, suicide) and crisis situations as directed; ensure control and security of detainees in booking area.
Schedule and conduct virtual court hearings, evaluations and professional appointments on applicable virtual platform (e.g. Zoom, WebEx, Google Meets, etc.).
Conduct virtual visitations with detainees and their families.
Attend training sessions, seminars and workshops.
Prepare written reports and data.
Perform control room and escort functions.
Relieve personnel assigned to oversee and supervise detainees in the units during breaks, meal periods, training sessions or as directed.
Report to work with regular, consistent attendance.
Perform other duties as assigned and directed.

Education and Work Experience and Other Requirements:
Associate’s degree from an accredited college or university in Criminal Justice, Behavioral Sciences, Sociology, or Psychology required.*
One (1) year work experience with adolescent youth required.*
Experience involving booking or classifying inmates/detainees strongly preferred.
NCIC/NCIS (National Crime Information Center/Nebraska Crime Information System) certification within first six (6) months of employment required.
Completion of Alco-Sensor training within first six (6) months of employment required.
Possession of a Class C permit to conduct Alco-Sensor breath testing preferred.
Current certification in Basic Life Support (CPR) preferred.
Completion of CPR training within first three (3) months of employment required.
Completion of a pre-employment criminal background check, post-offer drug screen, and physical assessment.
*Equivalent work experience may be substituted for educational requirement beyond high school on a year-for-year basis.

Juvenile Detention Booking Officers are required to physically engage detainees in order to protect the detainee, themselves, other officers, and other detainees. This may involve subduing and restraining one or more detainees who may have weapons. There may be instances where the Officer is required to take action before assistance arrives. Incidents requiring physical intervention may arise multiple times a day. While these incidents do not consume much time, they do require Officers to become and remain physically fit without medical conditions posing a threat to oneself or others if the need for physical confrontation arise. Incumbents must also have the strength, endurance, agility and coordination to perform the essential functions of the job including self-defense and detainee restraint.

Incumbents must meet the following specific job-related physical requirements:
Standing/Walking/Bending- Constant, up to 80% of shift or as needed
Climbing- Frequent, stair climbing may be involved
Sitting- Occasional, 20% of shift or as needed
Running- Occasional, typically one to two minute duration
Kneeling/Stooping/Crouching- Occasional
Balance- Climbing steps or restraining a combative detainee
Ability to Quickly Change Position- From kneeling to standing
Lifting- Frequent up to 20 lbs., and occasional up to 180 lbs., as part of a team lift
Maximal Voluntary Grip- 90 lbs. or better (dominant hand) and 80 lbs. or better (non-dominant hand)
Pushing/Pulling- Occasional up to 100 lbs. push force, occasional up to 80 lbs. pull force, and frequent to occasional up to 40 lbs. of push/pull forces
Visual- Constant – near, far, and peripheral vision plus depth perception
Auditory – Frequent to constant moderate sound with occasional loud sounds

Work is generally performed in a correctional setting, in confined spaces, on an assigned shift supporting a 24×7 operation. Work assignment will vary (e.g. shift, weekends, holidays, and overtime). Work involves potential exposure to biohazards and infectious materials. Work requires close interaction with offender populations and may be stressful when dealing with time constraints, limited resources, critical situations, and irate/abusive/maladjusted detainees and family members.

An incumbent must possess the hand-eye coordination and manual dexterity necessary to operate computers and other equipment (e.g. control panels, radios, handcuffs, leg irons, locking/unlocking doors, alarms).
