$46,195 – $63,858

Job Function

To assist with the implementation of procedures for families on the Public Housing/Tax Credit/Affordable Housing Programs in accordance with HUD regulations, NIFA and OHA policies. Quality control of Public Housing/Tax Credit/Affordable Housing Program files to improve accurate reporting of applicant and resident information. Provide regular feedback to supervisor regarding quality of files submitted for certification and need for additional training.

Essential Functions

Monitors re-examination process to assure compliance with applicable HUD/NIFA regulations and determining eligibility for continued occupancy.
Performs quality control on applications, move in, transfers, and recertification files for accuracy and completeness. Ensures that all necessary documentation is included in the applicant/resident file.
Ensures uniformity in computing income, rent, assets, allowances, etc.
Ensures uniformity in compliance with Community Service Requirements.
Ensures uniformity of filing system relative to applications and reviews.
Timely certification of applicant, resident eligibility, total tenant payment, rent charge and unit size.
Ensures that random reviews are conducted of logs, control systems and resident files.
Prepare professional re-audit reports for staff upon timely review of resident file when file errors or follow ups are necessary.
Handles calls or visits from irate residents as necessary in a professional manner to resolve the issue or conflict.
Conduct rent determination reviews with residents when requested.
Monitor monthly/weekly PIC reports for accuracy and resolve any issues.
Generate required month/quarterly EIV reports, review data and monitor for resolution.
Monitor 50058 transmittal input to ensure information is uploaded into PIC. Assist with resolution of any Warnings and Fatal errors found during transmittal process.
Assist with compliance issues as reported by NIFA regarding Tax Credit/ Public Housing, and affordable housing programs.
Assist with waiting list process and application review for approval of Affordable, Public Housing and LIHTC files as needed.
Maintains open lines of communication with Social Service agencies and other community agencies that make referrals to OHA for housing
Prepares and makes presentations to community groups as requested.
Compiles data and prepares reports as assigned.
Conducts interim and annual reviews to determine income changes affecting rent, continued eligibility and changes in family status which may necessitate transfers to different size units in order to be timely with HUD regulations.
Accepts responsibility for maintenance and care of assigned equipment.
Work with Family Self Sufficiency staff to ensure program data is uploaded into PIC correctly as it relates to 50058s.
Additional Responsibilities

Conduct general or specialized training sessions for OHA staff and residents.
May provide transportation to residents.
May be required to work weekend and evening hours.
All other duties as assigned.

Qualifications

Bachelor’s degree preferred, and a minimum of two (2) years of management/supervisory experience; or any combination of education, training, and experience which provides the required knowledge and abilities.
Knowledge of the general operations and procedures of a Public Housing Agency (PHA) program and Affordable Housing programs.
Knowledge of the purposes, policies, and regulations of the Housing Authority as established by the Board of Commissioners and HUD regulations.
Must be comfortable working with a diversified type of individuals from a variety of social, economic conditions and ethnic origins.
Must maintain a current knowledge of rules and regulations affecting Public Housing/Tax Credit/Project based residents. Must participate in training opportunities and seminars relevant to this position.
Must have the ability to coordinate a high level of productivity under a variety of conditions and time restraints.
Property Management Rent Calc and Eligibility Certifications required for both Public Housing and Affordable Housing HUD programs. Incumbents are required to obtain Property Management Rent Calculation and Eligibility Certifications within the first 18 months of employment. OHA will pay for training and testing for an employee’s first, and if necessary, second attempt to meet the certification requirements. If the employee fails both attempts, the employee is responsible for the costs of any further testing. Employee is to provide proof of the certification within the first 18 months of employment. Failure to meet the certifications within the 18-month time frame will result in removal from the position. Removal from the position may include and is not limited to the following: termination of employment, demotion, or transfer.
Attend and successfully complete Tax Credit Program related training.
Ability to establish and maintain effective working relationships with co-workers, consultants, contractors, HUD, local, state, federal officials; ability to communicate with people from a broad range of socio-economic backgrounds.

Working Conditions

Work is performed in a shared office setting amid normal conditions of dust, odors, fumes, and noises and involves considerable public contact. Depending on the assigned division, incumbents may encounter angry, obnoxious, and rude individuals.

Abilities

Ability to sit, stand and walk up to 100% of the time; and reach stoop, squat, push, pull and type up to 25% of the time.
Ability to move objects weighing up to ten (10) pounds up to 33% of the time.
The noise level in the work environment is usually moderate.
