Salary Range
$53,383 – $77,405
Job Function
Responsible for the maintenance and facility operations of all housing programs, fleet management, inventory management, internal and external vendor contracts. Coordinates closely with Property Management and the Capital Improvements department. Ensure compliance with federal regulations and OHA procurement policies and procedures. Provides leadership to internal specialty departments. This position will be the first point of contact for regulatory agencies.
Essential Functions
Responsible for the creation and implementation of department wide policies and procedures related to maintenance (preventative maintenance, inspection requirements and REAC protocols), including training and implementation.
Responsible for the development and implementation of policies and procedures related to department wide maintenance operations, including inventory, fleet management, safety, equipment maintenance, etc.
Provides oversight, guidance, and training for the maintenance department. Collaborate with Maintenance Managers and lead department meetings.
Provides oversight and ensures that OHA meets established performance benchmarks including workorder completion goals, unit turnaround and PASS scores. Submit reports monthly to the Director of Property Management Operations. This includes the development of action plans as needed.
Monitors, manages, and provides oversight for Notice of Violations (NOVs) weekly. Provides follow up and guidance to the Maintenance Manager and Director of Property Management Operations.
Monitor budget performance for all AMPs and provide recommendations related to purchasing and contract renewals. Serve as a primary point of contact for contracted vendors providing ongoing services and monitor overall contract performance.
Works directly with the Procurement Manager and with the site-level leadership to develop a pool of efficient vendors. Assist as necessary with developing a scope of work for contracted services and collaborate with the procurement department on service contracts and large purchases. Oversight of the large contract purchase orders.
Monitor vendor performance for quality control, address deficiencies through OHA’s established procedure.
Coordinate annual inspections, including planning and oversight of preparation activities. Performs property quality control inspections that encompass all aspects of operational competency, safety, and environmental compliance.
Review results of annual NSPIRE inspections, REAC inspections and Physical Needs Assessments to provide recommendations for priorities and projects.
Monitor OHA compliance with Federal, State, and local EPA, OSHA, DOT, and other agency regulatory requirements, including oversight of the safety committee. Provides training and education to the maintenance managers and staff on these regulatory requirements.
Establish and implement preventative maintenance planning and programs; have oversight of Housing Facilities On-Call operation for after-hours service; inventory control systems; and fleet management.
Establish and implement safety, methodology, technical skills, professional development, and life skill training programs for maintenance staff.
Ensure regular communication with all staff through means of regular staff and individual meetings.
Additional Responsibilities
May provide assistance to all other departments as requested.
Workload may require evening and weekend work hours.
Perform other duties as required or assigned.
Qualifications
Bachelor’s degree with major course work in Maintenance, Trade Skills, Business Administration, Urban Planning, Real Estate, or related field preferred. Minimum of five (5) years’ relevant experience preferred, or any combination of education, training, and experience that provides the required knowledge and abilities.
Basic construction knowledge and some knowledge of the general operations and procedures of a Public Housing Agency are extremely beneficial, as well as previous experience with YARDI.
Good understanding of the technical features of plumbing, carpentry, and electrical systems. Strong knowledge facilities machines and equipment. Solid understanding of health and safety regulations and practices.
Ability to interpret budgets and skills to develop spreadsheets to monitor project costs and progress.
Must participate in training opportunities and seminars relevant to this position.
Ability to successfully maintain and prioritize multiple demands as required. Must recognize the importance of accuracy and accept the responsibility of meeting deadlines.
Excellent organizational and leadership abilities. Exceptional communication and interpersonal skills. Strong decision-making and problem-solving skills.
Must excel in effective communication and presentation skills and display high quality standards in representing OHA.
Must possess and maintain a valid motor vehicle license. Must maintain a good driving record and be insurable under the OHA auto insurance policy.
Ability to establish and maintain effective working relationships with co-workers, consultants, contractors, HUD, local, state, federal officials; ability to communicate with people from a broad range of socio-economic backgrounds.
Working Conditions
Work is performed in an office setting amid normal conditions of dust, odors, fumes, and noises and involves considerable public contact.
Attend meetings at Construction sites and other OHA locations as necessary.
Abilities
Ability to sit, stand and walk up to 100% of the time; and reach stoop, squat, push, pull and type up to 25% of the time. Ability to move objects weighing up to ten (10) pounds up to 33% of the time.
The noise level in the work environment is usually moderate.
