Incumbent works under the direction of the Emergency Management Director or designee, assisting in planning, coordinating, administering and providing technical support for Douglas County’s emergency management and homeland security programs (e.g. preparedness, response and recovery, training, exercises, disaster mitigation).

Compensation: $7,411.14 – $10,542.13/Month

Essential Functions:
Develop and/or assist in the development and maintenance of preparedness plans (e.g. natural, human, technological forces, national security disasters).
Establish and maintain effective work relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public.
Comply with Civil Service policies and regulations, collective bargaining agreements, County policies, department policies and laws to create a cooperative, safe, respectful and quality work environment.
Develop and maintain Local Emergency Operations Plan (LEOP), Douglas County Resource Directories, Emergency Contacts list and assist in monitoring the Tri-County Homeland Security Working Group Integrated Preparedness Plan.
Maintain the County’s ability to mitigate, plan, respond and recover from disasters (e.g. chemical, biological, radiological, nuclear, explosives).
Adhere to Federal Emergency Management Agency (FEMA), Nebraska Emergency Management Agency (NEMA), Department of Homeland Security (DHS) and local regulations and guidelines.
Develop, evaluate and exercise emergency response plans in coordination with stakeholders (e.g. planning team, federal, state and local government agencies, various responding agencies, organizations, businesses, volunteer agencies).
Assist with the development and presentation of education, training programs, and emergency exercise programs (e.g. tabletop exercises, drills, functional drills, operational drills, full-scale exercises).
Monitor and review exercises, identifying problem areas, and recommend adjustments to plans, procedures or protocols.
Conduct assessment of threats and hazards, monitoring risks, and conducting and promoting mitigation planning to reduce the loss of life and property.
Maintain the Threat and Hazard Identification and Risk Analysis identifying probable threats, hazards and capability targets.
Analyze the capabilities of the emergency response and management systems relative to targets.
Monitor natural and man-made threat or hazard information affecting the welfare of Douglas County citizens.
Develop and promote mitigation plans recognizing and evaluating hazards, identifying strategies, coordinating resources, and implementing measures to minimize or eliminate vulnerability of people and property to damage from anticipated hazards.
Conduct a flood watch, making observations of local rivers, tributaries and low-lying communities.
Equip, organize and maintain the Emergency Operations Center (EOC), communications networks and supporting technologies.
Oversee the EOC and maintain operability including radio communications, computers, equipment and phone system, ensuring functionality during disasters.
Assist in the planning, installation and testing of the Douglas County emergency management amateur radio network, coordinating and applying technologies for seamless emergency communication.
Manage emergency notification systems (e.g. Outdoor Siren Warning System, Wireless Emergency Alerts (WEAs), Integrated Public Alert and Warning System (IPAWS)).
Install, test and maintain the outdoor siren warning system, identifying the source of failures and arranging for repairs.
Monitor developments in emerging technologies for warnings and notifications, recommending appropriate changes.
Review urban development plans, determining needed siren coverage, coordinating placement and installation, and enforcing compliance prior to permit authorization.
Advise other municipal entities, including Sanitary Improvement Districts (SIDs) within Douglas County on warning related issues.
Assist in the administration of Emergency Management Operations.
Perform the duties of the Emergency Management Director during absences.
Supervise staff (e.g. training, orienting, scheduling, monitoring, evaluating, recommending personnel actions).
Administer various disaster management grants.
Coordinate funding and acquisition activities (e.g. coordinate with user groups on bid specifications, standardization of equipment, requests for bids, vendor selection), with the Budget & Finance Director, Purchasing Department, first responder agencies and ancillary support groups.
Prepare and provide requisite planning activity reports and other required documentation for federal and state emergency response funding sources.
Advise on disaster management matters for elected and public/private officials.
Prepare materials and information for meetings (e.g. develop and summarize required information, prepare presentations, spreadsheets or other supporting materials, present or assist with presentations).
Maintain an inventory of public information materials, providing to individuals, businesses, industries or government officials.
Prepare and maintain records, reports, correspondence, and other documents.
Maintain job knowledge and skills (e.g. research, meetings, trainings, webinars, seminars, conferences, continuing education).
Safely operate a motor vehicle when required to travel on County business.
Report to work with regular, consistent attendance.
Perform other duties as assigned and directed.

Education and Work Experience and Other Requirements:
Bachelor’s degree from an accredited university or college in Emergency Management, Public Administration, Business Administration, Urban Planning, Public Health, Biological Sciences or related field of administrative, legal or technical study, required.*
Three (3) years of emergency management or risk management, business continuity, safety or loss control experience required.*
Emergency Management Professional Certification in accordance with criteria established by the Nebraska Emergency Management Agency or obtained within one (1) year of hire.
Must possess or complete required FEMA Independent Study Courses within six (6) months of hire.
Technician Level FCC HAM Amateur Radio License within one (1) year of hire.
FEMA/E/L/K 449 Incident Command System Curricula Train the Trainer Course dated post 2019 and approval by the Nebraska State Training Officer as a NIMS Course Instructor preferred.
Environmental Protection Agency Hazardous Waste Operations and Emergency Response (HAZWOPER) Certification preferred.
Valid driver’s license and own transportation upon hire and maintained throughout employment required.
Completion of a pre-employment criminal record check and conditional offer drug screen required.
*Equivalent combination of work experience and education may be substituted for requirements on a year-for-year basis.

Work is generally performed in an office setting and outdoors. Noise level is usually quiet to moderate. Work may be stressful when dealing with time constraints, multiple/changing priorities, limited resources and uncooperative/irate individuals.

Work requires some physical activity, including extended periods of sitting, standing, frequent walking, climbing, reaching, and occasional balancing, kneeling, and bending. Work also requires the ability to frequently lift and/or carry objects weighing up to 25 pounds and occasionally up to 40 pounds. Incumbent must have the agility, balance and strength to maneuver over rough terrain and around obstacles accessing sites on foot.
Required sensory abilities include vision, hearing, and touch. Visual abilities, correctable to normal ranges, include close, distance, color and peripheral vision, depth perception and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges. Incumbent must possess the hand-eye coordination and manual dexterity to operate computers and other equipment.
