Job description:

Incumbent works under the direction of the Health Director or designee, assisting in the investigation and follow-up of suspected and confirmed cases of communicable diseases and other physiologic conditions.

Compensation: $28.65 – $33.20/Hour

Essential Functions:
Investigate reported, suspected, and confirmed cases of communicable diseases and other physiologic reportable diseases.
Establish and maintain effective work relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public.
Comply with Civil Service policies and regulations, collective bargaining agreements, County policies, department policies and laws to create a cooperative, safe, respectful and quality work environment.
Interview and document infected individuals, gathering information and follow-up measures ensuring communication to individual of the condition and its symptoms.
Identify and document at-risk contacts of infected individuals, ensuring their awareness of potential exposure to conditions and symptoms.
Provide appropriate disease control and medical follow-up recommendations, treatment referrals to infected individuals and at-risk contacts, and document gathered information.
Educate affected and exposed individuals regarding risk factors, disease prevention, and control measures.
Collect information on reportable cases for morbidity reports while adhering to federal, state, and local laws/regulations and national public health organization recommendations.
Complete and file required federal, state, and county reports for each suspected and confirmed case, updating data.
Record required disease interview and investigation information, notes, and case reports into DCHD designated disease-specific database(s) for compilation and analysis.
Perform other disease-related duties (e.g. nontraditional testing for sexually transmitted infections, interview, educating, testing, tuberculosis (TB) control activities [Directly Observed Therapy (DOT)], pick-up and deliver patient medications).
Perform venipuncture/finger sticks, collect specimens, and transport for testing and epidemiological follow-up.
Remain current and follow specimen handling and collection requirements and procedures.
Provide current public health information (e.g. communicable diseases) to healthcare providers, infected individuals, and the public.
Remain aware of local, state, and national communicable disease statistics, trends, and statutes.
Assist in implementing appropriate disease control and prevention strategies during local disease outbreaks.
Maintain job knowledge and skills (e.g. research, webinars, seminars, training, meetings, conferences, continuing education).
Conduct educational sessions on communicable diseases and related topics.
Prepare and maintain various records, reports, correspondence, and documents (e.g. mileage reports, time sheets, inspection/interview reports).
Serve on internal and community committees.
Collaborate with community agencies regarding public health emergency preparedness.
Participate in public health emergency response planning, training, and responding during emergency.
Assist with development and writing of grants and other funding requests.
Safely operate a motor vehicle when required to travel on County business.
Report to work with regular, consistent attendance.
Perform other duties as assigned and directed.

Education and Work Experience and Other Requirements:
Bachelor’s degree in Public Health, Biology, Microbiology, Chemistry, Medical Technology, Nursing (BSN), Environmental Science, or Social Sciences required.
One (1) year of MSOffice experience required.
Bilingual in English/Spanish may be required.
Valid driver’s license and own transportation upon hire and maintained throughout employment required.
Completion of a pre-employment criminal record check, physical assessment, and conditional offer drug screen required.
*Equivalent education and experience may be substituted for requirements on a year for year basis.

Work is generally performed in an office, outdoors, or at other County locations. Noise level is usually moderate. Work hours are typically standard day-shift hours; however, schedule may vary (e.g. days, shifts, weekends, overtime/extra hours, holidays, emergency call-in). Work involves potential exposure to biohazards. Work may be stressful when dealing with time constraints, multiple/changing priorities, limited resources, uncooperative/irate individuals, and emergency situations.

Work requires physical activity, including extended periods of sitting, walking, standing, frequent reaching, and occasional balancing, kneeling, bending, crouching, stooping and climbing. Work requires the ability to frequently lift and/or carry objects weighing up to 10 pounds and occasionally up to 50 pounds.

Required sensory abilities include vision, hearing, and touch. Visual abilities, correctable to normal ranges, include close, distance, peripheral and color vision, depth perception, and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges. Incumbent must possess the hand-eye coordination and manual dexterity necessary to operate computers and other equipment.
