$46,195 – $63, 858

Job Function:

Assist housing applicants in all aspects of the leasing process for the HUD-VASH and Continuum of Care and HOME Rental Assistance Program. Reviews housing applications to determine eligibility for rental assistance funded through the HOME Rental Assistance Program. Ensures compliance with HUD regulations and the guidelines established within the City of Omaha HOME and Continuum of Care Rental Assistance Program. Assists the Leased/Public Housing Director in completion of the objectives outlined in the HOME and Continuum of Care Rental Assistance Program contracts with the City of Omaha.

Essential Functions:

Assist in the development of written tenant selection policies and procedures with preferences that include households that are in transitional programs for homeless persons, persons with disabilities. The tenant selection policies should also allow the HOME Rental Assistance Program to serve households selected from the OHA Section 8 waiting list.

Assist in the recruitment of potential low and very low-income clients for participation in the HOME, HUD-VASH and Continuum of Care Rental Assistance Programs.

Coordinate the application process for prospective clients. Prepares and submits verifications to appropriate sources.

Ensure compliance with HUD regulations and the HOME, HUD-VASH and Continuum of Care Rental Assistance Programs in the selection of tenants, computing income, rent, assets, etc.

Ensure maintenance of filing system relative to applications and reviews.

Certify applicant eligibility, rent charge and unit size.

Ensure applicants are informed of their eligibility and approximate date they can expect to be housed; informs applicants of their ineligible status, reasons therefore, and arranges for informal hearings when as requested.

Develop and maintain a separate waiting list for the HUD-VASH and Continuum of Care and HOME Rental Assistance Programs.

Establish procedures to ensure potential clients are informed of the differences between the HOME, HUD-VASH and Continuum of Care Rental Assistance Programs and OHA’s standard Section 8 Assistance.

Maintain open lines of communication with social service and other community agencies that make referrals to OHA for the HOME Rental Assistance Program, including regular meetings with the working committee.

Develop and update monthly and quarterly progress reports and household characteristics for each household that is enrolled into the Rental Assistance Program.

Direct interim and annual reviews to determine income changes affecting rent, continued eligibility and changes in family status, which may necessitate transfers to different size units.

Conduct briefings with HOME, HUD-VASH and Continuum of Care Rental Assistance Program participants.

Additional Responsibilities:

Conduct general or specialized training sessions for tenants.

May provide transportation to residents.

Serve on boards and committees as directed by executive management.

May be required to work weekend and evening hours.

May assume other special activities and responsibilities as required.

Qualifications:

Knowledge of the general operations and procedures of a Public Housing Agency (PHA).

Knowledge of the purposes, policies, and regulations of the Housing Authority as established by the Board of Commissioners and HUD regulations and the HUD-VASH and Continuum of Care, and HOME Rental Assistance Programs.

Must be comfortable working with a diversified type of individuals from a variety social, economic conditions and ethnic origins.

Ability to evaluate performance of subordinates accurately, corrects deficiencies, and to guide, replace, and assign personnel.

Ability to establish and maintain effective working relationships with co-workers, HUD, landlords and local, state, federal officials.

Must maintain knowledge of rules and regulations affecting participants in the HUD-VASH and Continuum of Care and HOME Rental Assistance Programs. Must participate in training opportunities and seminars relevant to this position.

Must be able to operate a motorized vehicle. Must maintain a valid driver’s license and reliable insured transportation for daily use on the job.

Must have the ability to coordinate a high level of productivity under a variety of conditions and time restraints.

Ability to establish and maintain effective working relationships with co-workers, consultants, contractors, HUD, local, state, federal officials; ability to communicate with people from a broad range of socio-economic backgrounds.

Working Conditions:

Work is performed in an office setting amid normal conditions of dust, odors, fumes, and noises and involves considerable public contact.

Abilities:

Ability to sit, stand and walk up to 100% of the time; and reach stoop, squat, push, pull and type up to 25% of the time.

Ability to move objects weighing up to ten (10) pounds up to 33% of the time.

The noise level in the work environment is usually moderate.
