Job description:

Incumbent works under the direction of the Assessor/Register of Deeds or designee, performing support functions for the appraisal of residential and/or commercial properties.

Compensation: $24.68 – $30.14/Hour

Essential Functions:
Conduct physical inspections of properties, take accurate measurements and collect data on real estate sales, new construction and building permits for renovation, reconstruction, additions or other improvements to existing structures.
Establish and maintain effective work relationships with supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public.
Comply with Civil Service Rules, collective bargaining agreements, County policies, department policies and laws to create a cooperative, safe, respectful and quality work environment.
Transfer applicable field data, changes and/or additions to the property record files following site inspections.
Review and evaluate blueprints, schematics, maps, plats, mortgages and contracts.
Determine property classification of given structures.
Assist in inspecting new construction and alterations to existing structures for modification of assessed valuations.
Update property records to reflect any value changes.
Record information obtained in the field, ensuring a correct and legible permanent record.
Conduct interviews with developers, contractors, builders, bankers, brokers, appraisers, property owners, property managers and related personnel obtaining pertinent information and relevant data regarding rents, vacancies, expenses, rates and any other data influencing real estate values.
Review properties and photograph and/or prepare sketches onsite of improvements.
Complete and maintain reports, studies and analyses.
Maintain knowledge and job skills (e.g. trainings, seminars, webinars, workshops, research, meetings, continuing education).
Promote a professional and positive image of the Assessor/Register of Deeds’ Office and Douglas County in all interactions and contacts with the public and other departments.
Safely operate a motor vehicle when required to travel on County business.
Report to work at assigned location with regular, consistent attendance.
Perform other duties as assigned and directed.

Education and Work Experience and Other Requirements:
High school diploma or equivalent required.
Two (2) years of experience in real estate appraisal, assessment, sales, brokerage and/or real estate construction required.
Two (2) years of experience with MSOffice required.
Valid driver’s license upon hire and maintained throughout employment required.
Completion of a pre-employment criminal record check and conditional offer drug screen required.

Work is performed in an office setting and outdoors in a variety of locations. When outdoors, there is full exposure to the elements and hazards associated with construction zones. Noise level is usually moderate. Work is generally performed during standard day-shift hours; however, schedule may vary (e.g. days, shifts, overtime/additional hours, holidays, weekends, emergency call-in). Work may be stressful when dealing with time constraints, multiple/changing priorities, limited resources and uncooperative/irate individuals.
Work requires some physical activity including extended periods of walking, standing, frequent reaching, and occasional climbing, carrying, balancing, kneeling, crouching and bending. Incumbent must have the agility, balance and strength to maneuver rough terrain. Work also requires the ability to frequently lift and/or carry objects weighing up to 10 pounds and occasionally up to 25 pounds.
Required sensory abilities include vision, hearing and touch. Visual abilities, correctable to normal ranges, include close, distance, color and peripheral vision, depth perception, and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges. Incumbent must possess the hand-eye coordination and manual dexterity necessary to operate computers and other equipment.
