Procurement Manager The Omaha Housing Authority is a Non-Profit Government Agency based in Omaha. The OHA contracts with HUD to provide low and moderate-income individuals with safe and sanitary housing through rent subsidies and administers over 2700 public housing units and over 3700 Section 8 units. OHA is seeking a seasoned Procurement Manager with experience managing the purchasing and contracting function for the Omaha Housing Authority in accordance with Department of Housing and Urban Development regulations and policies. This includes developing procurement policies and procedures; accepting, reviewing, scoring and selecting vendor bids or proposals; arranging vendor contracts; reviewing competitor pricing to ensure the best cost; and reviewing all activities incidental to buying, ensuring quality and appropriate inventory of supplies, materials, equipment and services. This position receives general direction from the General Counsel, but is recognized as the technical expert on procurement and contracting subjects. Essential Functions: Oversee the contracting and procurement functions for the Omaha Housing Authority by providing technical assistance to both superiors and colleagues in navigating the government procurement process to purchasing goods and services when needed to perform their responsibilities and to direct the work of direct reports to fulfill the requisites of internal and external procurement. Maintain a system of internal controls and develop activity reports for the operation of the procurement division. Review and approve all formal solicitations, including procurement requests, lists of potential vendors, scope of work, advertisements for bids, coordination of pre-bid meetings, evaluation and selection of bids, and prepare recommendations for the Board of Commissioners. Provide technical assistance and recommendations to others in the development of request for proposals and general procurement requests. Approve and conduct emergency procurement activities. Assist in the negotiation of contract terms, conditions and costs. Consult with the General Counsel to ensure that the legal aspects of procurement are followed. Develop and/or revise policies and procedures designed to further the efficient operation of the procurement program. Implement, monitor and document the use of policies and procedures for purchasing and contracting in accordance with applicable federal – U.S. Department of Housing and Urban Development and local laws and procedures. Maintain a repository of information on updated changes; additions/deletions to regulations relative to governmental purchasing methods. Monitor, record and report on the PHAs HUD Section 3 compliance and minority business contracting activities. Review and approve contractual agreements, negotiate amendments and price, and verify contract performance. Complete all documentation to create and maintain solicitation and contract files, including preparing contract documents, acquiring authorizing signatures, distributing and retrieving contract award documents. Oversee resource recovery by selling surplus equipment, scrap metal, tires, supplies and materials, and properly accounting for disposal of surplus property. Oversee compliance reviews of procurement activities completed by internal and external entities. Hire, train, supervise, evaluate, coach, and lead employees in the procurement department. Direct day-to-day procurement activities. Compile monthly reports and report to the Board of Directors giving updates/progress reports on procurement activities. Perform other duties as assigned. Knowledge of HUD, and other federal, state, and local policies, procedures, and regulations related to the operation of a public housing authority regarding procurement. Qualifications: Bachelor’s degree with major course work in Business Administration, Finance, or related field preferred. Minimum of five (5) years management experience in the areas of procurement and/or finance, with supervisory responsibilities, preferred, or any combination of education, training, and experience that provides the required knowledge and abilities. Knowledge of the general operations and procedures of a Public Housing Agency beneficial. Required to draft contracts, create sealed bid and proposal packages utilizing technical writing abilities, procurement laws and regulations and the uniform commercial code. Must maintain knowledge of the rules, regulations and laws regarding the procurement process. Must participate in training opportunities and seminars relevant to this position. Ability to successfully maintain and prioritize multiple demands as required. Must recognize the importance of accuracy and accept the responsibility of meeting deadlines. Excellent oral, written and interpersonal skills. Must excel in effective communication and presentation skills and display high-quality standards in representing OHA. Must possess and maintain a valid motor vehicle license. Must maintain a good driving record and be insurable under the OHA auto insurance policy. Ability to establish and maintain effective working relationships with co-workers, consultants, contractors, HUD, local, state, federal officials; ability to communicate with people from a broad range of socio-economic backgrounds. Working Conditions: Work is performed in an office setting amid normal conditions of dust, odors, fumes, and noises and involves considerable public contact. Attend meetings at construction sites and other OHA locations as necessary. Abilities: Ability to sit, stand and walk up to 100% of the time; and reach stoop, squat, push, pull and type up to 60% of the time. Ability to move objects weighing up to ten (50) pounds up to 33% of the time. The noise level in the work environment is usually moderate.
