Position Summary:
Under general supervision, the Engineer I responsibilities may include assisting with the
preparation and development of technical and engineering studies, and design of construction plans;
aiding with the preparation of specifications, budgeting and project management; review of contract
documents, bids of projects or programs with either in-house or a consultant to ensure compliance
with contract drawings and specifications.

Minimum Requirements:
1. Bachelor of Science degree in Civil or Mechanical Engineering from an ABET accrediated
engineering curriculum.
2. Must have passed the Fundamentals of Engineering (FE) exam.
3. Computer Aided Drafting (CAD) experience.
4. Basic computer skills to include Access Databases, Excel, Outlook, Word, and GIS.
5. Ability to read and understand construction drawings/prints.
6. Must have effective oral and written communication skills.
7. Efficiently and effectively speak, read, write and comprehend English.
8. Ability to effectively work on multiple projects in all stages of completion simultaneously
and work independently.
9. Ability to work outside in all types of weather and terrain.
10. Must demonstrate attention to detail.
11. Must demonstrate good time management skills.
12. Ability to effectively coordinate and communicate with customers, contractors, consultants,
District personnel, and other governmental organizations.
13. Availability for after hours and on call as projects require.
14. Have and maintain a valid driver’s license.

15. Achieve and maintain qualifications for all covered tasks assigned to this position under the
District’s Operator Qualification Plan as governed by Department of Transportation regulations.
16. Employees in this position are covered under the Department of Transportation Drug and Alcohol
testing provisions. This includes random testing.

Specific Responsibilities:
In order to effectively contribute to the objectives of the District, the Engineer I is accountable
and responsible for progressively increasing responsibility in preparing for advancement to the
Engineer II position. Duties may include, but are not limited to:
1. Participate and perform engineering studies and evaluations; prepare reports on various items
concerning District distribution facilities, buildings, plants, equipment and operations.
2. Become familiar with and inspect existing District facilities and equipment, translate
findings into recommendations for maintenance, repair and/or replacement.
3. Provide a technical review of anticipated engineering projects with other internal District
personnel and/or consultants/vendors for the purpose of assisting in performing engineering
studies, pre-design reports and design alternatives, and budget estimates for associated projects.
4. Assist in assigning priority to projects and scheduling for completion within the fiscal year
as budgeted.
5. Review budget estimates and prepare complete sets of construction documents, including bid
information, specifications, equipment procurement purchase requisitions, and construction drawings
for small to moderately sized projects.
6. Assist in the preparation of both Request for Qualifications (RFQ) and Request for Proposal
(RFP) documents for Consultant, Contractor, and Vendor services as necessary for small to
moderately sized projects.
7. Coordinate consultant designs for small to moderately sized projects.
8. Assist in the preparation of project advertisement and coordinate with other District
departments regarding solicitation of contractors and vendors as necessary for projects.
9. Review, analyze, and recommend bids or quotes received, which will result in the award of
contracted projects.
10. Coordinate all scheduling of construction activities with selected contractor and pertinent
District personnel throughout entire duration of project after award of contracts.
11. Participate in construction inspection, project management, engineering analysis, and
preparation of record documents throughout entire duration of small to moderately sized
construction projects.
12. Assist outside consultants in Quality Assurance (QA) testing of all materials and equipment
used in construction projects.
13. Participate with all Project Management duties, to include the preparation of change orders,
pay estimates, compliance with funding and permitting regulations as required, and final closeout
documentation for review by District Board of Directors during all phases of engineering projects.
14. Provide and maintain due diligence on all projects from inception through completion regarding
sound fiscal responsibility for the use of District funds while always following in the best
interest of our customer rate payers.

15. Conduct inspections and prepare reports for District facilities.
16. Drive District vehicles.
17. Assist other engineers as needed or directed by the Supervisor.
18. Understand and comply with all pertinent District safety standards.
19. Fulfill responsibilities common to all Supervisory, Professional and Administrative positions
as stated.
20. Perform a variety of other duties as assigned.
