Primary Function:
Incumbent works under the direction of the Construction and Permits Supervisor or designee inspecting assigned highway and bridge construction projects under contract with Douglas County.

Salary Range: $ 28.70 – $ 43.27 /hour

Essential Functions:
*Observe construction and conduct field inspections on construction projects in various stages of completion ensuring compliance with specifications and the use of certified materials.
*Assure that contract specifications are followed by the contractor and report any deviation from specifications.
*Review plans prior to construction, conduct pre-construction meetings, and prepare partial payment estimates for work in progress.
*Establish and maintain effective working relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the general public.
*Comply with Civil Service policies and regulations, collective bargaining agreements, County policies, and laws to create a cooperative, safe, respectful and quality work environment.
*Perform material certification, inspect concrete using various testing methods (e.g. air content, slump tests) and prepare cylinder and beam casts for laboratory testing.
*Inspect construction materials ensuring legal and contract specifications are achieved.
*Conduct onsite soil testing including samples for laboratory testing.
*Liaise with contractors ensuring construction techniques/procedures meet specified standards and report deviation from standards.
*Review plans and documents prior to construction for regulatory conformance, balancing specifications with bid items.
*Organize and conduct pre-construction meetings.
*Coordinate project conflicts (e.g. driveway restrictions, property access) with homeowners during construction minimizing adverse impact to property owners.
*Coordinate the various project phases.
*Plan and coordinate traffic control and signing for projects (e.g. barricades, signage).
*Serve as Certified Inspector of Sediment and Erosion Control (CISEC) in charge of erosion control and reporting system, inspect sediment and erosion levels at sites, close National Pollutant Discharge Elimination System (NPDES) permits and submit to Engineer for signature.
*Review and approve change orders, advising supervisor of requested change orders and make recommendations.
*Prepare estimates of contractor partial payment for work in progress verifying quantities and percentage of completion.
*Prepare payment authorizations.
*Prepare as-built drawings and submit to engineers.
*Layout construction project sites in cooperation with or by direction of the survey crew, checking grades and making reports on items of special concern.
*Attend workshops, training seminars and other meetings as assigned.
*Perform work on survey crew during construction off-season as directed.
*Safely operate a motor vehicle when required to travel on County business.
*Report to work with regular, consistent attendance.
*Perform other duties as assigned and directed.

Qualifications:
*High school diploma or equivalent required.
*Three (3) years of construction inspection experience required.***
*One (1) year of construction survey experience required.
*Two (2) years of training in construction management, engineering technology, technical drafting or comparable specialized training preferred.
*Must possess and maintain a valid driver’s license at the time of hire and throughout employment.
*Completion of a pre-employment criminal records check and post-offer physical assessment and drug screen required.
***Equivalent education beyond the requirement may be substituted on a year-for-year basis for up to two (2) years of the experience.
